Below are some questions that residents tend to ask frequently. This page covers a variety of topics like what a Fresh Water Supply District is, how to determine what district you live in, and more.

A Fresh Water Supply District...

  • Is a political subdivision of the State of Texas.

  • Acts much in the same manner as the city council of a large city

  • Is governed by a board of five directors who are taxpaying property owners in the district

  • Has the authority to levy an ad valorem tax (property tax), to alleviate the costs of constructing and maintaining the public water, sanitary sewer, storm drainage, paving infrastructure within its boundaries

  • Sets the tax rate annually, based on assessed property value

  • Provides water and waste waste handling services (via contracts with other utility districts)

  • Maintains streets, roads, sidewalks and greenbelts within the district

  • Holds monthly regular board meetings and special meetings as necessary

What does Belmont FWSD 1 do?

The Belmont Fresh Water Supply District acts as the municipal entity of Harvest and is responsible for the community’s roads, sidewalks, streetlights, street signs, sewage, emergency services, animal control, and trash service.

When are board members elected?

Board members are elected in May of even-numbered years and serve a 4-year term. A board member must be a taxpaying property owner or a registered voter in the district.

When & Where are Meetings Held?

The board of Belmont FWSD 1 holds their meetings on the 2nd Monday of every month at 7:00pm at 1301 Homestead Way, Northlake, TX 76226

Who can attend meetings?

All meetings are open to the public and any interested party can attend a water district meeting.

What is the Open Meetings Act?

The Texas Open Meetings Act honors the priniciple that government at all levels in this state should operate in a way that is open and accessible to the people and allows the public to view the deliberations of elected officials. Texas law does allow closed meetings in certain limited circumstances, however.

How do I sign up for District Alerts?

The District has implemented a digital notification system to inform residents quickly of a water, sewer, drainage, or other District related events or situations like board meetings. 

 

Residents registered for this free service will receive text and/or email notification explaining the basics of the situation with a short link to the news post on the District website with more complete details.

What do I do if I would like to request a new street sign?

The addition or modification of signage pertaining to traffic regulation within the limits of the District requires approval by the Denton County Commissioners Court after a public hearing. A traffic study is a required part of this approval process, to determine whether such signs are warranted.

How do I know which district I live in?

Areas west of Harvest Way are within District 1. Areas east of Harvest Way are within District 2.

Do I live in Northlake or Argyle?

Harvest is located in Denton County extra-territorial jurisdictions, and not in Argyle or Northlake proper. Residents are not able to participate in Northlake or Argyle elections, trash collection events, or other events for town residents.
