- Consent Agenda: The Board reviewed and discussed items included in the consent agenda. This included meeting minutes for May, June, and July as well as the tax collection report, police and animal control reports, and an update on the development of the district. 
- Bookkeepers Report: The Board reviewed and approved the bookkeepers report. 
- 2025 Tax Rate: A two-step process for setting the tax rate was outlined, focusing on the first step of publishing a notice for a hearing to establish the maximum levy rate. The Board reviewed the 2025 certified property values, which showed an approximate 12% increase from the previous year. Proposed tax rate reductions for utility debt service and road debt service were attributed to this increase in overall district value. A proposed rate of $0.52 of every $100 of assessed value is being considered. 
- Special Event Request: The Board considered and approved a request to close certain roads for a Homes for Heroes event and parade. The streets affected will be Homestead Way: from Waterside Drive to Lakeview Lane & Lakeview Lane: from Homestead Way to Harvest Way from 9 am-noon. 
- Inspection Permitting Process: The Board discussed the current ACC permitting process and the desire to streamline it by separating HOA approval from district permitting. 
- Communications Report and Community Engagement: The Board received updates on website enhancements, subscriber numbers for alerts, and active/closed “Report a Problem” tickets. Plans for community engagement at the Harvest Market event were presented, including costs for informational materials, promotional giveaways, and branded booth supplies. The Board then considered and approved a quote for migrating the District website from Wix to an internal platform for greater customizability and payment system integration. 
- Police Liaison Report: The Board was informed of an increase in traffic contacts due to an additional full-time traffic officer. The effectiveness of U-turn signs and efforts to educate the community on e-bike laws were highlighted. Plans for a bicycle safety course and child safety seat event were also mentioned. 
- Construction and Infrastructure Updates: The District engineer provided updates on solar street light installations, crosswalks, and ADA ramp installations with signage. 
- Fourth Street Parking Options: The District engineer presented additional parking options for Fourth Street , including at-grade and elevated options with different materials. The design accommodates 18 cars, with potential for 20, and plans for a three-split rail fence with wire mesh to prevent soccer balls from rolling into the street and to delineate pedestrian traffic.
